Changing AVI clips into dvd files and burning them always has black squares and is bad quality.?

i use dvd flick and covert it to AUDIO_TS and VIDEO_TS and then use dvd shrink to burn them but it is horrible quality especially when the scene is dark and u can see like small pixelated squares. any reason for this? any better programs for turning an AVI into VIDEO_TS and burning it into a good tv.
