How do you allow a certain program to make changes to your computer without getting a pop up?

I downloaded a program from the Internet, and every time I run it a Windows pop up come up and asks if I would like to allow the program to make changes to my computer (it always does this when something new is installed, but with this specific program it does it every single time).
