Recommended program for daily shift scheduling that changes each month?

I have the complicated task each month of creating a schedule for real estate agents who take 2 hour shifts from 9-5 each day at our office. Every month, different people will volunteer to take these shifts so I always have a different amount to distribute to shifts. Is there a simple program I can download (for free or purchase) that would help with this?
